一、招标条件Tender conditions
本 沙特项目升压站设备采购及建筑安装工程（招标项目编号：GPEC-GC-0212023-011-2020-002 ），已由项目审批/核准/备案机关批准，项目资金来源为 业主付款 ，招标人为  中国能源建设集团广东火电工程有限公司  。本项目已具备招标条件，现进行公开招标。The professional subcontract of equipment procurement and construction and installation of booster station of Rabigh photovoltaic power station EPC project in Saudi Arabia (Bidding Project No. GPEC-GC-0212023-011-2020-002) has been approved by the project examine / approval / filing authority, The project fund source is the owner's payment, and the bid inviting party is ? China Energy Construction Group Guangdong Thermal Power Engineering Co., Ltd The project has met the bidding conditions and is now open for bidding.
二、项目概况和招标范围Project overview and bidding scope 
2.1 招标范围：Bidding scope:
1、工程范围：工程设计范围内的升压站土建施工、升压站设备材料采购、安装和调试等工作，包括但不限于：Scope of work: civil construction, equipment and material procurement, installation and commissioning of booster station within the scope of engineering design, including but not limited to:
1)升压站场地平整，控制楼、电气楼、水泵房、生活水池、柴油机基础、主变事故油池土建施工、电缆沟及盖板施工、生活污水处理装置、设备基础工程、配电装置工程、建筑电气工程、消防工程，接地站用变压器设备及中性点小电阻接地装置安装、视频监控设备安装、通信设备及相关附件安装、综合自动设备安装、升压站站区水暖、通风、排污、照明、硬化、道路修筑、围墙修筑、门栏安装工程；接地网施工、施工材料采买，施工结束后聘请电力系统有资质的检验单位进行升压站接地网检测并由其出具测试报告，包括施工图审查及检测单位检测、验收费用；红线外的施工临时用地租用（若需要），施工场地原始地貌恢复。Site leveling of booster station, civil construction of control building, electrical building, water pump house, living pool, diesel engine foundation, civil engineering construction of accident oil pool of main transformer, cable trench and cover plate construction, domestic sewage treatment device, equipment foundation engineering, power distribution device engineering, building electrical engineering, fire protection engineering, transformer equipment and neutral point small resistance grounding device installation for grounding station, and safety of video monitoring equipment Installation, installation of communication equipment and related accessories, installation of integrated automatic equipment, water heating, ventilation, sewage discharge, lighting, hardening, road construction, enclosure construction, gate and fence installation works in booster station area; construction of grounding grid, procurement of construction materials, and employment of qualified inspection unit of power system for grounding grid detection of booster station and issuance of test report, including construction Inspection and acceptance fees of the inspection and testing units; temporary construction land leasing outside the red line (if necessary), and restoration of the original landform of the construction site.
2)升压站站内一次电气设备、二次盘柜安装、通讯设备安装、设备及盘柜接地连接、防腐等，变电站内电缆桥架安装制作、电缆敷设及防火封堵，根据电气设备交接试验规程进行站内电气设备试验并提交合格的试验报告。配合升压站启动，完成光伏变电站电气一次特项试验，电气二次全站、分系统调试，保护定值计算，启动方案编写，提交合格的试验报告，完善设计及施工安装缺陷等工作In the booster station, the installation of primary electrical equipment, secondary panel cabinet, communication equipment, grounding connection of equipment and panel cabinet, anti-corrosion, etc., as well as the installation and fabrication of cable tray, cable laying and fire-proof sealing in substation, the electrical equipment test in the station shall be conducted according to the handover test procedures of electrical equipment, and the qualified test report shall be submitted. Cooperate with the start-up of the booster station, complete the first special electrical test of the photovoltaic substation, complete the secondary whole station and subsystem commissioning of the electrical system, calculate the protection setting value, prepare the startup scheme, submit the qualified test report, and improve the design, construction and installation defects
3)升压站控制楼、电气楼房间内部地面、墙面、顶棚、楼梯间、走廊、大厅装修，装修材料、卫生洁具、给排水管路、生活用电线路、照明、通信线路（电话线、网线）、办公用品、家具家私采买，提供装修效果图、竣工图，二年质保期内的修复维护工作，完成招标方为整体项目达标投产以及其他要求配合的工作等。Interior ground, wall, ceiling, stairwell, corridor and hall decoration of booster station control building and electrical building; purchase of decoration materials, sanitary ware, water supply and drainage pipeline, domestic power line, lighting, communication line (telephone line, network cable), office supplies, furniture and furniture, provide decoration effect drawing and as built drawing, repair and maintenance work within two-year warranty period, and complete bidding For the overall project to meet the standard and put into operation and other required cooperation work

5)升压站的电气一次设备及二次设备（包含电缆及接地材料）的采购范围详见附件5的采购技术规范书。根据招标方提供的设备厂家短名单、采购技术规范书与设备厂家进行询价，对比分析，投标方在设备采购过程中通知招标方的商务和技术人员全过程参与，包括技术商务澄清报招标方审核，升压设备确定供应商前需报招标方审批。The procurement scope of the primary and secondary electrical equipment (including cables and grounding materials) of the booster station is detailed in the technical specification for procurement in Annex 5. According to the short list of equipment manufacturers and technical specifications for procurement provided by the bid inviting party, inquiry and comparative analysis are conducted with equipment manufacturers. The bidder shall inform the commercial and technical personnel of the bid inviting party to participate in the whole process of equipment procurement, including technical and commercial clarification, which shall be submitted to the bid inviting party for review and approval before determining the supplier of booster equipment
2、施工水电气接口：施工水电全部由乙方自行负责。Construction water and electricity interface: Party B shall be responsible for all construction water and electricity.
3、机械供应范围：机械、机工具全部乙方负责。 Scope of machinery supply: Party B shall be responsible for all machinery and tools.
4、设备材料供应范围：设备材料全部乙供。Supply scope of equipment and materials: all equipment and materials shall be supplied by Party B
2.2 主要工作内容包括但不限于：The main work contents include but are not limited to:
1)本标段范围内升压站土建及电气设备安装工程施工，见电气部分与土建部分，具体以施工图纸和工程量清单为准；升压站的设备采购工作，见设备采购部分，具体以的采购技术规范书为准；For the civil engineering and electrical equipment installation works of booster station within the scope of this bid section, please refer to the electrical part and civil engineering part, and the construction drawings and bill of quantities shall prevail; for the equipment procurement of booster station, see the equipment procurement part, and the specific procurement technical specification shall prevail；
2)本标段范围内所有的材料（甲供材料的除外）和施工必须的辅助设施、临时设施、施工 措施、检验试验均由投标方负责提供或完成；All materials (except those supplied by Party A) and necessary auxiliary facilities, temporary facilities, construction measures, inspection and test within the scope of this bid section shall be provided or completed by the bidder；
3)升压站所属设备现场卸货、场内转运及领用后的保管；Unloading, transfer and storage of equipment in booster station；
4)负责施工期间材料定置化堆放、施工成品保护，施工区域文明清理；Be responsible for the fixed stacking of materials during construction, protection of construction finished products and civilized cleaning of construction area；
5)与其他标段施工的相互配合，交叉施工等，服从招标方的现场总体管理；The cooperation and cross construction with other bid sections shall be subject to the overall site management of the bid inviting party
6)遵守招标方有关各项内部管理制度，保证施工现场符合招标方安全文明施工和环境保护的有关规定，并承担因自身原因违反有关规定造成的损失和罚款；工程施工过程中和竣工后必须按招标方要求对现场进行清理，如投标方不清拆、不整理，招标方有权委托其他方清理，清理费由投标方负担，在投标方工程款内扣除；Abide by the relevant internal management systems of the bid inviting party, ensure that the construction site conforms to the relevant provisions of the bid inviting party for safe and civilized construction and environmental protection, and bear the losses and fines caused by the violation of the relevant provisions due to its own reasons; during and after the construction of the project, the site must be cleaned up according to the requirements of the bid inviting party. If the bidder fails to clear and tidy up, the bid inviting party has the right to entrust other parties The cleaning up fee shall be borne by the bidder and deducted from the bidder's project payment
7)开工报告、施工方案、作业指导书、质量验收计划（表）等技术文件的编制、报审；Preparation and approval of technical documents such as commencement report, construction scheme, operation instruction and quality acceptance plan (table)
8)施工过程记录、验收资料、技术文件、图纸的收集、整理、编制，归档、移交等；Collection, arrangement, compilation, filing and handover of construction process records, acceptance data, technical documents and drawings
9)工程质量验收按合同约定验收标准执行。因投标方原因造成工程质量达不到合同约定验收标准的，招标方有权要求投标方返工直至符合合同要求为止，由此造成的费用增加和（或）工期延误由投标方承担。The project quality acceptance shall be carried out in accordance with the acceptance standards stipulated in the contract. If the project quality fails to meet the acceptance standard stipulated in the contract due to the bidder's reasons, the bid inviting party has the right to require the bidder to rework until it meets the requirements of the contract, and the cost increase and (or) construction delay caused thereby shall be borne by the bidder
2.3 计划工期：395天。具体开工日期以开工令为准。planned construction period: 395 days. The specific commencement date shall be subject to the commencement order.
2.4标段划分：1个标段。Section division: 1 bid section.
2.5甲供范围:无。Scope of supply by Party A: None
三、投标人资格要求Qualification requirements for bidders
1)资质要求：依法在沙特注册，具有履行合同所必需商务、技术及相关服务等能力；Qualification  Requirements: registered in Saudi Arabia in accordance with the law, and have the necessary business, technology and related services to perform the contract;
2)投标方具备有效的营业执照；The bidder has a valid business license;
3)分包商委派的项目经理应具有3年以上从事工程管理的工作经历，且担任过类似专业的项目经理或项目负责人职务。The project manager appointed by the subcontractor shall have more than 3 years   experience in project management, and have held the post of project manager or project leader in similar disciplines.
4)投标方近三年无重大安全伤亡事故，无重大火灾事故，无重大质量事故等；The bidder has no major safety casualty accident, major fire accident and major quality accident in recent three years;
5)投标方在近5年内不曾在任何合同中违约或被逐或因投标方的原因而使任何合同被解除。The bidder has not breached or been expelled from any contract or terminated any contract due to the reason of the bidder in recent 5 years.
6)投标方具有良好的银行资信和商业信誉，没有处于被责令停业，财产被接管、冻结，破产状态。The bidder has good bank credit and commercial reputation, and is not in the state of being ordered to suspend business, taking over, freezing and bankruptcy.
7)业绩要求：有类似工程业绩，优先选择近三年在沙特有业绩的企业。Performance requirements: enterprises with similar engineering performance will be preferred to those with achievements in Saudi Arabia in recent three years.
8)本项目不允许联合体投标。Consortium bidding is not allowed for this project.
四、招标文件的获取Acquisition of bidding documents
获取时间：暂定2020年9月27日至2020年10月12日，以平台发布为准Acquisition time: tentatively from September 27, 2020 to October 12, 2020, subject to the release of China energy construction e-procurement platform
