受神华国华（印尼）爪哇发电有限公司的委托，对神华国华（印尼）爪哇发电有限公司外围生产(含燃料)辅助运行及燃料、码头设备维护项目进行国内公开招标，现邀请合格的单位参加投标。
Entrusted by PT.Shenhua Guohua Pembangkitan Jawa Bali, China Shenhua International Engineering Co., Ltd. invite public bidding in China for the PT.Shenhua Guohua Pembangkitan Jawa Bali Plant Peripheral Production (Including Fuel) Auxiliary Operation and Fuel and Jetty Equipment Maintenance Project, hereby qualified organizations are invited to the bidding.

2 招标范围及内容：
2 Scope of the bid and project:
神华国华（印尼）爪哇发电有限公司外围生产(含燃料)辅助运行及燃料、码头设备维护全部工作内容，包括提供为完成该项目所需要的所有消耗性材料。具体工作范围内容见招标文件第五章描述。
All work of the PT.Shenhua Guohua Pembangkitan Jawa Bali Plant Peripheral Production (Including Fuel) Auxiliary Operation and Fuel and Jetty Equipment Maintenance Project, including all consumable materials necessary for completion of this project. For detailed scope and content of work, refer to the description in Chapter V in the Bidding Documents.
3 资金来源：企业自筹。
3 Source of funds: financed by the Bidder.
4 项目实施地点：印度尼西亚共和国万丹省西冷摄政区。
4 Project location: Serang, Province of Banten, Republic of Indonesia.
5 工期：计划2018年10月01日至2025年09月30日，具体时间以合同工期为准。
5 Duration: Planned from Oct. 1, 2018 to Sep. 30, 2025, subject to the duration as specified in contract.
6 投标人资格要求(需同时具备以下条件)：
6 Bidder qualification requirements (subject to all of the following conditions):
6.1. 中华人民共和国或印度尼西亚共和国境内注册的企业法人，经营范围包含所投标项目相关内容。持有有效的营业执照。未被工商行政管理机关在市场主体信用信息公示系统中列入严重违法企业名单；
A business entity registered in the People’s Republic of China or the Republic of Indonesia, with business scope covering the content related to the bid project. Hold valid business license. Not put on the list of enterprises in serious violation of laws in the market entity credit information publicity system by the industry and commerce administration authorities;
6.2 具有有效的安全生产许可证；
Have valid safety production license;
6.3 具有中华人民共和国颁发的电力工程施工总承包一级或机电工程施工总承包一级或建筑机电安装工程专业承包一级及以上资质，或印度尼西亚共和国颁发的电力服务支持许可证（IZIN USAHA JASA PENUNJANG TENAGA LISTRIK）；
Hold the certificate of Grade I qualification to carry out general contracting of electric power project construction or electromechanical project construction or hold the certificate of Grade I and above qualification to carry out professional contracting of building and electromechanical installation projects issued by the People’s Republic of China, or hold the electric power service support license issued by the Republic of Indonesia (IZIN USAHA JASA PENUNJANG TENAGA LISTRIK);
6.4 2012年1月1日起至招标公告发布之日止，具有连续2年中国境内1000MW或者印尼境内600MW及以上容量等级燃煤发电机组输煤系统日常维护业绩，同时具有连续2年200万吨/年及以上码头实际卸煤量的火力发电厂燃料系统整体日常维护业绩，且安全、质量状况良好，无维护原因造成影响主要设备长期稳定运行的缺陷（附合同和用户证明，以合同工期为准）；
From Jan. 1, 2012 to the announcement date of notice of invitation for bid, have performance in the daily maintenance of coal handling systems of coal-fired power generator sets with capacity of 1000MW and above in China or of 600MW and above in Indonesia for two years consecutively, and have performance in overall daily maintenance of fuel systems of thermal power plants with actual coal unloading capacity of 2 million t/a and above at dock for two years consecutively, and the safety and quality status is good, without any defect caused by maintenance that affects the long-term stable operation of main equipment (contracts with contract construction period within the said time frame and certificates issued by corresponding users shall be provided);
6.5 具有有效的质量体系认证证书；
Have valid quality system certificates;
6.6 神华集团限制准入的投标人不允许投标；
The bidder whose access is restricted by Shenhua Group is not allowed to bid;
6.7 2012年01月01日起至招标公告发布之日止无安全生产事故，无质量事故（附承诺函）；
From Jan. 1, 2012 to the announcement date of notice of invitation for bids, no any safety production accident or quality accident (commitment letter shall be provided);
6.8 2012年01月01日起至招标公告发布之日止，没有处于被责令停业或破产状态，财产未被接管、冻结，财务状况良好；
From Jan. 1, 2012 to the announcement date of notice of invitation for bids, not ordered to suspend production or became bankruptcy, and properties not taken over or frozen, with good financial status;
6.9 单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加项目投标；
Different organizations in which the person in charge is the same person, or with holding, or management relation are not allowed to participate in the project bidding at the same time;
6.10 本项目不接受联合体投标、不允许分包；
Joint bidding is not accepted, and subcontracting is not allowed;
6.11 中标单位如为中华人民共和国境内注册的企业法人，从接到中标通知单后，三个月内完成印尼PT公司注册（附承诺函）。
If the bid winner is a business entity registered in the People’s Republic of China, it shall complete Indonesian PT company registration within 3 months after receiving the letter of acceptance (with commitment letter provided).
