采购需求：
北京丽泽金融商务区管理委员会、北京市丰台区园林绿化局、北京市丰台区文化和旅游局作为主办单位现举办“金中都城遗址公园概念性设计方案征集”活动。本次方案征集活动将公开邀请具有相关设计经验的设计机构前来申请应征，提交资格预审申请文件。通过资格预审选取3个应征人参加征集活动，并提交应征设计成果。
Beijing Lize Financial Business District Management Committee, Bureau of Gardening and Greening of Fengtai District, Beijing, Bureau of Culture and Tourism of Fengtai District, Beijing (as the Sponsors) are now jointly holding an event of “Solicitation of Proposals for Conceptual Design of Jin Dynasty Capital City Wall Relics Park”. We publicly invite design agencies worldwide with related design experience to apply for the Prequalification and submit the Prequalification Application Documents. The Sponsor will select three applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.

项目位置：位于丽泽金融商务区核心区范围内，北临三路居路，南临金中都南街。
Project location: In the core area of Lize Financial Business District, the area block attaches to the Sanluju Road on the north, and the Jin Dynasty Capital City South Street on the south.
项目范围及规模：
Scope and scale of the project:
本次设计范围为金中都城遗址公园（以下简称“遗址公园”），面积约15.02公顷，研究范围为遗址公园和周边的三个文化设施用地。
Design area: Jin Dynasty Capital City Wall Relics Park (hereinafter referred to as the "Wall Relics Park"), with an area of about 15.02 hectares; the research area includes the Wall Relics Park and three surrounding cultural facilities.

二、申请人的资格要求：
1.满足《中华人民共和国政府采购法》第二十二条规定；
2.落实政府采购政策需满足的资格要求：

3.本项目的特定资格要求：1 应征申请人应为合法注册的法人实体或由合法注册的法人实体组成的项目联合体。2 应征申请人须具有园林景观的设计经验。2.1 中华人民共和国境内的应征申请人须提供风景园林专项设计甲级及以上资质。2.2 中华人民共和国境外的应征申请人须依本国或本地区的管理规定具有风景园林设计的执业许可或经营许可。若依该国或该地区有关管理规定风景园林设计的法人应具有相应的执业资质或资格或营业许可，则需提供相应资质或资格或营业许可证明资料；若依该国或该地区有关管理规定，不要求风景园林设计法人具有相应执业资质或资格或营业许可，仅对风景园林设计师个人要求具有相应资格或执业许可，则需提供该法人机构的风景园林设计师本人的注册或执业证书或会员证明材料，同时设计机构应说明该国或该地区有关风景园林设计从业或营业的管理规定。港澳台设计机构的资格要求参照境外设计机构资格要求的规定。3 本项目接受联合体应征。4 除联合体内部的成员外，参加征集的应征人之间不应存在关联关系。
