中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就乌石油田群开发工程项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the Wushi Oilfield Group Development Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

1.  招标条件

项目概况：

乌石油田群位于南海北部湾盆地乌石凹陷的东部，距北部湾盆地目前在生产的涠洲油田群约80km，东距广东省雷州半岛乌石镇乌石港约13~25km。乌石油田群开发工程项目采用联合开发方案，拟在海上新建2座八桩腿井口平台（WS17-2 WHPA和WS16-1W WHPA）和1座四桩腿井口平台（WS23-5 WHPA），在乌石镇新建1座陆上终端，另外新建3条海底混输管线、3条海底注水管线和3条海底复合电缆；3个平台的平台生产物流通过WS17-2 WHPA的海底混输管线输送至乌石终端进行处理，乌石终端处理合格的生产水通过WS17-2 WHPA海底注水管线回输各自平台进行回注。

 

Project Summary：

 The WuShi oil fields are located in the Beibu Gulf Basin, the South China Sea. It about 80km away from the production of Weizhou oil fields, and about 13~25km west of Wushi Port of Wushi Town, Leizhou Peninsula, Guangdong Province. It is recommended to develop joint development project to develop the WuShi oil fields.The joint development project plans to build two eight-leg wellhead platforms (WS17-2 WHPA and WS16-1W WHPA), one four-leg wellhead platforms (WS23-5 WHPA),one onshore terminal in Wushi Town, three mixed transportation subsea pipelines for production,three subsea pipelines for water injection and three subsea composite cable. The three platform production fluid transported to the Wushi onshore terminal for processing through the WS17-2 WHPA subsea pipeline, and the production water is processed by the onshore terminal and the qualified production water is returned back to each platform for water injection through the WS17-2 WHPA water injection subsea pipeline.

A.阀门主要参数：尺寸（2”~16”）、压力等级（150~2500LB）、工艺连接（RF、RTJ、FF）、阀体材料(A105、A216WCB、A182F51、A182F53)、球体材料(A182F51、A182F53、A182F316)、阀座材料(A182F51、A182F53、A182F316)、阀杆材料(17-4PH、A182F51、A182F316、A182F53)、阀门泄漏等级（ISO-5208 B、ISO-5208 A）。

A. Main parameters of valve: size（2”~16”）、 pressure rating （150~2500LB）、 process connection facing （RF、RTJ、FF）、body material(A105、A216WCB、A182F51、A182F53), ball material(A182F51、A182F53、A182F316)、seat material(A182F51、A182F53、A182F316) 、stem material (17-4PH、A182F51、A182F316、A182F53)、Valve leakage class（ISO-5208 B、ISO-5208 A）.

B.仪表气供气压力为450kPaG时或液压油压力为1500PSI时，阀门执行机构选型应满足在最大差压下，完成阀门打开或关闭操作时需要扭力满足 （1.5倍）的要求，投标文件中提供执行器扭矩表和阀门扭力计算书。

B.For shutdown valves, blowdown valves and motor operated valves,the valve actuator’s selection shall meet the requirement of opening and closing the valve with 1.5 times of torque as per data sheet in the max differential pressure situation when the minimal air supply pressure is 450kPaG or the hydraulic supply pressure is 1500PSI，The torque calculation sheet of valve and Actuator Torque Chart shall be provided in the Tender Document.

C.应按照API 607或API 6FA进行防火测试，并承诺在交货前提供证书。

C. As minimum as per data sheets and shall be fire tested in accordance with API 607 or API 6FA.，And promise to provide the certificate before delivery.

3. 对投标人的资格和业绩要求：

（1）资格要求

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；

如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B．投标人应为所投货物的制造商。本次招标不接受代理商投标。

（2）资质要求及证明文件

Requirements of Qualification of Bidder and Certificate

A.阀门应至少符合API 6D，投标时提供API6D证书复印件。

A.The valves shall meet the requirements of API 6D，Copy of API 6D certificate shall be provided during bidding.

 

（3）业绩要求Requirement for Bidder's reference:
从2014年1月1日至投标截止日（以合同签署时间为准），投标人具有2个项目的关断阀供货业绩，且每个有效业绩中至少有一台关断阀满足尺寸≥8英寸、压力等级≥2500LB。投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件，国外设备可提供订单）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称、其中一台关断阀满足尺寸≥8英寸、压力等级≥2500LB技术要求及到货验收材料。

未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、项目名称、其中一台关断阀满足尺寸≥8英寸、压力等级≥2500LB技术要求及到货验收材料的，均视为无效业绩。

From January 1, 2014 to the bid deadline(Subject to the contract signing time),The bidder shall have the supply performance of shutdown valve for 2 projects, At least one shutoff valve in each effective performance shall meet the requirements of size ≥ 8 inches and pressure rating ≥ 2500LB.

The bidder shall submit the performance form in the prescribed format and the relevant performance proof documents. Performance proof documents include but are not limited to: 1) copies of sales contracts (including relevant technical attachments, Orders for foreign products are also available) and 2) arrival and acceptance materials. The performance certification documents submitted by the bidder shall at least reflect the following contents: contract signing time, manufacturer name, goods name, project name, One set of shutdown valve is required to valve size ≥  8 inches and pressure rating ≥ 2500LB and arrival acceptance materials.

If the performance certification documents are not submitted, or the performance certification documents provided cannot reflect the signing time of the contract, the name of the manufacturer, the name of the goods, the name of the project,One set of shutdown valve is required to valve size ≥  8 inches and pressure rating ≥ 2500LB and the arrival and acceptance materials, it shall be deemed as invalid performance.
