中化建国际招标有限责任公司（以下称为“招标代理机构”）受 中海石油（中国）有限公司（以下称为“招标人”）委托，就西江30-2油田西江30-1区开发项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of XJ30-2DPPB by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招标条件
项目概况：西江30-2油田西江30-1区开发项目，需采购燃料油闪蒸装置1套用于XJ30-2DPPB平台，为原油发电机提供合格燃料油。
Project Summary：Xijiang30-2 Xijiang 30-1 Area Oilfield development project  needs to purchase 1 set of Fuel Oil Flash Skid for XJ30-2DPPB platform to provide qualified fuel oil for crude oil generators
资金到位或资金来源落实情况：已落实。

2. 招标内容
货物名称：燃料油闪蒸装置
Name of Goods: Fuel Oil Flashed Skid
数量：1 套

主要技术规格Main Specifications:
1)燃料油闪蒸装置，按两套相对可以独立运行的系统设计，同时配备凝析油回收装置。整撬处理量8m3/h（出口），单套装置处理量4 m3/h（出口）。
2)经闪蒸装置处理前后的原油闪点的差值不小于20℃且闭杯闪点不低于60℃；
3)原油闪蒸装置的核心预真空泵为干式螺杆真空泵；
1）The fuel oil flashed Skid will be designed as two sets of relative independent system, and equipped with condensate recovery unit. Total processing ability of the skid is 8m3/h(outlet), processing ability of one set is 4 m3/h (outlet).
2）The difference of crude oil flash point before and after flash is not less than 20℃ and the flash point of the closed cup shall not be less than 60℃;
3）The forevacuum pump of fuel oil flashed equipment is dry screw vacuum pump.
交货期Delivery Schedule:
从中华人民共和国关境内提供的货物：合同签订后7个月内，交货至买方指定的建造场地（珠海福陆）。
For goods offered from within PRC customs territory: Deliver the goods to the construction site designated by the Buyer (Zhuhai Flour) within 7 months after the contract be signed。
从中华人民共和国关境外提供的货物: 合同签订后7个月内，DAP Zhuhai Port (Incoterms 2020) 。
For goods offered from outside PRC customs territory:DAP Zhuhai Port  (Incoterms 2020)within 7 months after the contract be signed 。
3. 对投标人的资格和业绩要求：
Requirements for Qualification and reference of Bidder:
（1）资格要求 Requirements for Qualification of Bidder
A．营业执照：如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，并加盖公章；如果投标人为境外注册公司，需提供有效的公司登记注册证明。
A．Business licence：If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate shall be provided(all documents within the validity period);If the bidder is an overseas registered company, it shall provide valid company registration certificate.
B.质量体系认证要求：制造商（或成撬商）通过ISO9001（或GB/T19001）质量体系认证。投标人须提供制造商（或成撬商）有效的质量体系认证证书；
B.Quality Management System Certification：The manufacturer （or skid maker）of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer（or skid maker）.
C．制造商/代理商投标要求
所投产品为国内产品：不允许代理商投标，投标人需是原油闪蒸装置的制造商或成撬商。
所投产品为境外产品：允许制造商或成撬商或代理商投标。
投标人为代理商时，应得到本次投标所投产品制造商或成撬商的唯一合法授权，并需提供以下材料（盖制造商或成撬商公章）：
1）在有效期内的授权书；
2）制造商承诺函，承诺投标所投产品为制造商（或成撬商）工厂生产。
C．Manufacturer/Agent requirement
The bid products are domestic products： Agents are not allowed to bid, bidders must be crude oil flash device manufacturers or skid makers.
The bid products are overseas products： Manufacturers or skid makers or agents are allowed to bid.
If the bidder is an agent,  shall obtain the sole legal authorization of the manufacturer or skid maker of the products in the bid, and shall provide the following documents （stamped with the official seal of the manufacturer or skid maker) :
1）Letter of authorization within the validity period;
2）Manufacturer's commitment letter, promising to tender the goods to be produced by manufacturer's (or skid maker's) factory.

E.Failure to obtain bidding documents through legal channels：Participation in bidding is not allowed.
（2）资质要求及证明文件Requirements of Qualification of Bidder and Certificate
A.取证要求：投标人须承诺提供的设备要取得中国海上石油安全办公室（COOOSO）批准的国际船级社（ABS、DNV、CCS、BV等）的产品认证证书，取证级别B（CA+W）。
A.Certification requirements: Bidder shall promise to obtain the Third party certification for Fuel Oil Flashed Skid issued by a classification society (one of 4 classification society, i.e. CCS ABS,DNV,BV).  approved by the China Office of Offshore Oil Safety (COOOSO), with certification level B (CA+W).
B.特种设备证书 ：投标人提供的压力容器制造商应具有D2及以上制造资质，境外压力容器制造商需持有ASME“U"印证书的容器制造许可证或中华人民共和国特种设备制造许可证，且证书在有效期内
B.Special Equipment License: The pressure vessel manufacturer provided by the bidder should have D2.Overseas pressure vessel manufacturer should hold ASME "U" seal certificate of vessel manufacturing license or special equipment manufacturing license of the People's Republic of China, and the certificate is within the validity period.
C.防爆证书：投标人须承诺橇内所有防爆电气设备及仪表部件均要取得防爆证书，并根据《强制性产品认证目录》的要求取得中国强制性认证（3C）证书
C.The bidder must promise：Explosion proof certificate (if required): All explosion-proof electrical equipments and instrument components in the skid should obtain explosion-proof certificates. And according to the requirements of "Compulsory Product Certification Catalogue" to obtain China Compulsory Certification (3C) certificate.
（3）业绩要求Requirement for Bidder's reference:
投标人需提供自2013年1月1日起至投标截止日止（以合同签署时间为准），所投产品制造商或成撬商至少1套用于主机燃料油系统的原油闪蒸装置（真空泵方案）供货业绩。
投标人须按规定格式提交业绩表（见附件：业绩表）并提交相关业绩证明文件。业绩证明文件包括但不限于：
1）销售合同复印件（体现货物名称、买卖双方签字盖章的合同页面、合同签订时间、相关技术附件），技术附件至少体现：
a）经闪蒸装置处理前后的原油闪点的差值不小于20℃且闭杯闪点不低于60℃；
b）预真空泵为干式螺杆真空泵并体现品牌。
2）到货验收证明材料
未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称及上述要求的，均视为无效业绩。
The bidder shall provide the application performance of at least one set of crude oil flash device (vacuum pump scheme) used in the main engine fuel oil system by the product manufacturer or skid maker from January 1, 2013 to the bid deadline (subject to the time of signing the contract).
The Bidder shall furnish reference List in given form(refer to the attachment:Reference List), and provide corresponding documentary evidence. The documentary evidence shall include but not limited to:
1) Performance certificates include but are not limited to: Scan copies of sales contracts (showing the name of the goods, the contract page signed and sealed by both parties, the signing time of the contract, and relevant technical attachments）, the technical attachments shall at least show:
a) The difference of crude oil flash point before and after flash is not less than 20℃ and the flash point of the closed cup shall not be less than 60℃;
b) The pre-vacuum pump is a dry screw vacuum pump and reflects the brand.
2) The Certificate of arrival and acceptance
Failure to submit performance supporting documents, or the performance supporting documents provided cannot reflect the contract signing time, manufacturer's name, goods name and the above requirements, are considered invalid performance.
4. 有兴趣的投标人可通过以下方式获取招标文件：从2023年4月14日开始至2023年4月21日止，请登录系统(）的招标公告页面进行购买。首次登录必须先进行注册，注册成功后，方可购买招标文件。投标人须在线填写购买招标文件登记表，并在线支付标书款，支付成功后，投标人可自行下载招标文件。
