二、项目概况和招标范围
招标内容与范围：本招标项目不分标段，本次招标内容包括6套稳压器安全阀，及其安装与调试必要的专用工具、备品备件和消耗品，以及合同执行过程中与设备交付后必要的文件等。具体招标范围和要求以招标文件规定为准。
Tendering Scope: The scope contains 6 sets of Pressurizer Safety Relief Valves , including the equipment design, procurement, fabrication, examination, test, packing, delivery, documentation, service and training, etc. For the detailed scope, major technical information and requirements, please refer to tendering document.
计划交货日期：交货日期：2026年6月30日；
Delivery Schedule: 30th Jun, 2026.
三、投标人资格要求 Eligible Bidders
1. 基本资格 Basic Requirement
（1） 投标人须具有法人资格；Must be a legally registered independent entity;
（2） 投标人应通过ISO9001或其等效质量管理体系认证，且处于有效期内。Obtain an ISO9001 (or equivalent) certificate.
2. 财务要求Financial Requirement
投标人银行资信记录、财务状况良好，不得处于被责令停业、财产被接管或冻结的情形。Enjoy good bank credit and business reputation without having been ordered to rectify business, take over, frozen account or bankruptcy;
3. 信誉要求Business Reputation
递交投标文件截止时间之前，投标人未被招标人或相关主管部门取消或限制其投标资格；Must not be restricted from bidding by purchaser or relevant authorities.
4. 中华人民共和国民用核安全设备设计、制造许可证 HAF 604 Certificates
投标人应取得国家核安全局颁发的中华人民共和国核安全设备设计、制造许可证，许可范围涵盖核1级安全阀，且处于有效期内。Should have obtained the HAF 604 Certificates, the scope should cover safety valves of safety class level one.
5. 其他要求Other Requirement
（1） 本项目不接受联合体投标；Consortium is not accepted;
（2） 本项目不接受代理商投标；Agent is not accepted;
四、招标文件的获取
1、本项目采用两阶段公开招标。第一阶段获取探询文件（免费获取无需缴费）的开始时间：2023年4月27日12:00（北京时间）；截止时间：2023年5月5日17:00（北京时间）。 第二阶段将向在第一阶段提交技术建议的投标人提供招标文件。
