3、投标人资格要求
投标人应具备的资格或业绩:（1）投标人须按招标文件第一册第四章格式IV-9.资格证明文件格式的要求填写和提交有关资料；
All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information；
（2）投标人必须是制造商或制造商直接授权的代理商；
Bidder must be the Manufacturer itself or directly authorized Agent；
（3）如为代理商投标：
If as an Agent:
须提供制造商对本次投标出具的唯一正式授权书；
1) The bidder should provide a letter with original sole official authorized by Manufacturer for the bid；
2) 投标人在当地依法登记注册的时间距开标之日须满三年，并提供营业执照等注册登记的有效证件复印件；
The Agent shall get registered in accordance with the local law for at least three years from the bid opening date and copies of valid registration documents such as business license shall be provided;
3) 开标之日前三年内，投标人须具有同类产品至少两个不同年份的销售业绩，并提供相应证明其销售业绩的合同或订单复印件，并由投标人代表签字或盖章；
The bidder shall have sales performance for similar products in two different years within three years from the bid opening date. Copies of the contract / purchase order evidencing its sales performance should be provided and signed or sealed by the Bidder;
（4）投标人须提供开户银行在开标之日前三个月内开具的资信证明原件或该原件的复印件（由投标人代表签字或盖章）。
The Bidder shall provide the original or copy of the credit certificate issued by the bidder's Bank of deposit within three months before the bid opening date (The signature or sealing by the respective of bidders is needed)；
（5）第八章中要求的其他合格的资格证书。
