中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海油绿能港浙江宁波能源有限公司（以下称为“招标人”）委托，就浙江LNG三期项目接收站工程所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC LNG Zhejiang Ningbo Energy Co., Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Zhejiang LNG Terminal Project Phase III by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.
1. 招标条件

项目概况：浙江LNG三期项目位于浙江省宁波市北仑区郭巨街道穿山北公鹅咀地块。项目建设规模为600万吨/年，新建6座27万方LNG储罐，并配套气化和输送装置以及相应的辅助设施。项目计划2025年10月份建成投产。
Project Summary：Zhejiang LNG Terminal Project Phase III is located at Gongezu Region, Chuanshan Peninsula, Guoju Street, Beilun District, Ningbo City, Zhejiang Province. The construction scale of the project is 6 million tons/year. The project will build six 270,000 m3of LNG storage tanks, with corresponding auxiliary facilities. The project is scheduled to be completed and put into operation in October 2025.

2. 招标内容：

Name of Goods: BOG Low Pressure Compressor
数量：4套
主要技术规格：
入口操作压力范围：为4～27kPag，入口操作温度为-161.6～-100℃。
出口压力范围：600～800kPag，最大出口温度≤100℃。
流量调节：0～25%～50%～75%～100%。
活塞最大允许速度：压缩机的转速保持恒定，对称平衡卧式压缩机活塞最大允许平均速度为3.5m/s，立式迷宫式压缩机为5m/s。
产品寿命：设计使用寿命25年，机组不间断无故障运行至少3年（易损件更换除外）。
The designed processing capacity of a single compressor is 12000kg/h.
Range of Inlet operating pressure: 4 ~ 27kPag, inlet operating temperature: -161.6 ~ -100℃.
Outlet pressure range: 600 ~ 800kPag, maximum outlet temperature ≤100℃.
Operating capacity step control: 0 ~ 25% ~ 50% ~ 75% ~ 100%.
Maximum allowable piston speed: The compressor speed remains constant. The maximum allowable average piston speed is 3.5m/s for symmetrical balanced horizontal compressors and 5m/s for vertical labyrinth compressors.
Product lifetime: Designed service life of 25 years, the unit uninterrupted trouble-free operation of at least 3 years (except for replacement of damaged parts).

For goods offered from within PRC customs territory: arrived at No. 368, Bai-zhongLine, Guoju Street, Beilun District, Ningbo City, Zhejiang Province, China (designated site by the Tenderee in Zhejiang LNG Terminal Project Phase III Site) within 360 calendar days from the date of the signing of the contract.
从中华人民共和国关境外提供的货物：合同签订后315个日历日装运港发货（以提单发货时间为准）。
For goods offered from outside PRC customs territory: shall be shipped from loading port with 315 calendar days after the contract is signed (Based on the departure date on Bill of Lading).

3. 对投标人的资格和业绩要求：

（1）资格要求
Requirements for Qualification of Bidder
A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；
如果投标人为境外注册公司，需提供有效的公司登记注册证明。窗体顶端窗体底端
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B．投标人应提供有效期内的GB/T19001（ISO9001）质量管理体系认证证书。投标人（适用于中国关境内投标人）提供的质量管理体系认证等，应可以在中国国家认证认可监督管理委员会网站(http://www.cnca.gov.cn/)核实。
B. The Bidder shall provide valid Certificate of Quality Management System Certification GB/T19001（or ISO9001）. The quality management system certification provided by the bidder (applicable to bidders within the customs territory of China) shall be available on the website of China National Certification and accreditation supervision and Administration Commission (http://www.cnca.gov.cn/) Verify.

Requirements of Qualification of Bidder and Certificate
A. 投标人本次投标所投产品的压力容器（即缓冲罐）制造商须具有中华人民共和国特种设备制造许可证（压力容器），且证书在有效期内。
A. The pressure vessel's (Pulsation damper) manufacturer of the bidder's bid products shall have “special equipment manufacture license of the people's Republic of China (pressure vessel) ” , and the certificate shall be within the validity period.
B. 投标人须提供书面承诺：成套包内压力容器，无论国产还是进口产品，应提供制造过程的《特种设备制造监督检验证书》或《进口特种设备安全性能监督检验证书》；所提供成套包内压力管道元件，将提供盖有压力管道元件制造单位质量检验章的产品质量证明文件，并为成套包内管道提供加盖有资质的设计单位设计许可印章的管道图纸目录和管道平面布置图纸。
B. The bidder shall provide a written commitment: the pressure vessel in the complete package, whether domestic or imported products, shall provide the Special Equipment Manufacturing Supervision and Inspection Certificate or the Safety Performance Supervision and Inspection Certificate of Imported Special Equipment during the manufacturing process; For the pressure pipeline components in the complete package provided, the product quality certification documents stamped with the quality inspection seal of the pressure pipeline components manufacturer will be provided, and the pipeline drawing catalog and pipeline layout drawings stamped with the design license seal of the qualified design unit will be provided for the pipelines in the complete package.
（3）业绩要求
Requirement for Bidder's reference
2011年1月1日至投标截止之日，投标人应具有2台用于LNG接收站或具有LNG接收站性质的（即满足GB51156-2015液化天然气接收站工程设计规范）调峰站项目（需提供满足GB51156-2015液化天然气接收站工程设计规范2.0.2条液化天然气接收站要素的证明材料）压缩液化天然气蒸发气的往复式无油气体压缩机供货业绩（在零下100℃工况下单台设备的流量不低于12000kg/h，且存在压缩机入口温度低于零下140℃的工况，出口压力范围：400kPag至1200kPag），并提交相关业绩证明文件。
业绩证明文件包括：1）销售合同扫描件（含相关技术附件）和2）到货验收材料。所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称、项目名称、交货日期、双方签字盖章、供货范围/工作范围描述、主要技术参数（压缩机工况及对应流量，出口压力范围等）及经买卖双方确认合格并无保留意见的物资验收单等证明设备到货验收合格的材料。未提交业绩证明文件，或所提供的业绩证明文件无法体现要求的内容的，均视为无效业绩。
From January 1, 2011 to the deadline for Submission of Bids，the bidder shall have the supply performance of two reciprocating oil free gas compressors for liquefied natural gas evaporation (the flow rate of a single equipment is not less than 12000Kg/h under the working condition of -100℃, and the compressor inlet temperature is lower than -140 ℃, the outlet pressure range is 400kPag to 1200kPag ) in China for LNG terminal project or LNG peak shaving station project with the nature of a terminal (meets the requirements of GB51156-2015 LNG Terminal Engineering Design Specifications,and shall provide certification materials that meet the requirements of Article 2.0.2 of Code for Design of LNG Terminal Engineering GB51156-2015) with the performance certification documents.
The performance certification documents include:1) scanning copy of performance contract (including relevant technical attachments) and 2) arrival acceptance materials. The performance documents submitted must reflect at least the following: Contract signing time, name of manufacturer, name of goods, name of project, date of delivery, signature and seal of both parties, description of scope of supply/scope of work, main technical parameters (compressor working condition and corresponding flow rate, outlet pressure range, etc.) and material acceptance sheet confirmed by both parties with no reservations to prove the arrival and acceptance of the equipment. Failure to submit performance proof documents, or the provided performance proof documents cannot reflect the required content, shall be deemed as invalid performance.
4. 有兴趣的投标人可通过以下方式获取招标文件：从2023年9月5日开始至2023年9月12日止，请登录系统(）的招标公告页面进行购买。首次登录必须先进行注册，注册成功后，方可购买招标文件。投标人须在线填写购买招标文件登记表，并在线支付标书款，支付成功后，投标人可自行下载招标文件。
