中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就自动化立体岩心库内部建设项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee”), intends to purchase the Goods and the relevant services required under the project of Internal Construction Project of Automatic Stereo Core Library by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

项目概况：岩心薄片进行全幅面薄片图像采集有利于对薄片的整体认识，新建自动化立体岩心库拟购1套岩心薄片全幅面自动采集系统，实现对岩心薄片进行自动进片、全幅面自动扫描。
Project Summary：Collecting full width thin section images is beneficial for the overall understanding of thin sections. A new automated three-dimensional core library is planned to purchase a set of rock thin slice full width automatic collection system, which will achieve automatic feeding and full width automatic scanning of core thin slices.
资金到位或资金来源落实情况：已落实。

2. 招标内容：

货物名称：岩心薄片全幅面自动采集系统（含薄片电子化自动采集设备1台、计算机2台及配套软件系统）
Name of Goods: Full-width Automatic Collection System for Core Slices，including one set of thecollection system, two sets of computers and softwares.
数量：1套
Quantity: One Set
主要技术规格：1、光学系统：无限远轴向、径向双重色差校正及反差增强型光学系统。2、物镜：专业高分辨物镜，物镜放大倍数5X、10X、20X、40X（透射光专用镜头）、50X。3、物镜转盘：不少于6孔的物镜电动转换器。4、功能转盘：不少于10位电动功能转轮。5、偏光：电动偏光，可自动记忆和进行多个偏光角度调节。6、扫描速度：明场15mmX15mm@0.22um/pixel，10分钟。7、自动换样：可自动切换不少于50片的载玻片（26mmX76mm）换样。8、软件部分：具有图像导航功能，可实现多图同步比较功能，可对不少于50片薄片进行自动扫描管理，人工智能机器学习模块，全薄片图像管理及动态展示。
Main Specifications:
1. Optical system: infinite far axial and radial dual color difference correction and contrast enhancement optical system. 2. Objective: a professional high-resolution objective that corrects color difference and strain free on the basis of traditional objectives. The objective lens has a magnification of 5X, 10X, 20X, 40X (dedicated for transmitting light), and 50X. 3. Objective turntable: an objective electric converter with no less than 6 holes. 4. Functional turntable: no less than 10 electric function wheels. 5. Polarization: electric polarization, which can automatically memorize and adjust multiple polarization angles. 6. Scanning speed: bright field 15mmX15mm@0.22um/Pixel, 10 minutes. 7. Automatic sampling: it can automatically switch between at least 50 glass slides (26mmX76mm) for sampling. 8. Software part: equipped with image navigation function, it can achieve multi image synchronization comparison function, workflow settings can automatically scan and manage no less than 50 thin films, artificial intelligence machine learning module, full sheet image management and dynamic display.

3.对投标人的资格和业绩要求：

（1）资格要求

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照。
如果投标人为境外注册公司，需提供有效的公司登记注册证明。

A. The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license.
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B.制造商应通过ISO9001（或GB/T19001）质量体系认证。投标人须提供制造商有效的质量体系认证证书。
B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001 (or GB/T19001) Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.
C.投标人应为所投货物的制造商或代理商。如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
C. The bidder shall be the manufacturer of bid goods or the agent. If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.
D.是否接受联合体投标：否
Joint Venture: Not Accepted.
E.未领购招标文件是否可以参加投标:不可以。
Bid without the bidding documents：NOT Available.
（2）业绩要求
Requirement for Bidder's reference:
2020年01月01日至投标截止日（以合同签署时间为准），投标人所投产品的制造商应具有至少1个可对岩心薄片进行自动进片、自动全幅面采集系统供货业绩。
From Jan. 1st, 2020 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products submitted by the bidder shall have at least one performance is the core thin slice can be fed automatically and Full-width Automatic Collection System for Core Slices.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称及到货验收材料。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract (including technical appendix) and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods and receiving certificate of arrival of goods.
未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称及到货验收材料的，均视为无效业绩。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
4.有兴趣的投标人可通过以下方式获取招标文件：从2023年11月6日开始至2023年11月13日止，请登录系统(）的招标公告页面进行购买。首次登录必须先进行注册，注册成功后，方可购买招标文件。投标人须在线填写购买招标文件登记表，并在线支付标书款，支付成功后，投标人可自行下载招标文件。
