中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海壳牌石油化工有限公司（以下称为“招标人”）委托，就中海壳牌惠州三期乙烯项目50万吨/年聚丙烯装置1套挤压造粒机组进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase One (1) Set of Extrusion and Pelletizing Unit of 500 Kta PP Plant for CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

项目概况：中海壳牌石油化工有限公司（以下简称“中海壳牌”）拟在广东惠州大亚湾石化产业园区新建中海壳牌惠州三期乙烯项目，以实现其打造世界级、高度一体化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase III Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 对投标人的资格和业绩要求：

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 投标人所投产品的制造商须具备有效的GB/T19001（ISO9001）质量体系认证证书。如果有国家相关部门发布的最新体系标准，以最新体系标准为准，投标时须提供证书复印件。
B. The manufacturer of the bid product shall have valid GB/T19001 (ISO9001) Quality System Certification, If there are the latest system standards issued by the relevant departments of the State, the latest system standards shall prevail. Copy of these certificates must be provided when bidding.
C．投标人应为所投货物的制造商。本次招标不接受代理商投标。

（2）业绩要求Requirement for Bidder's reference:
2013年1月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商应具有至少2套国内聚丙烯挤压造粒机组的合同业绩，且均满足挤压机为单段双螺杆结构，螺杆直径不小于380mm，加工能力不小于500KTA的技术要求。
From January 1, 2013 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products submitted by the bidder shall have at least 2 sets of contract references of domestic PP extrusion and pelletizing units, and all meet the technical requirements that the extrusion machine is Twin screw and Single stage, and the screw diameter is not less than 380mm, and the processing capacity is not less than 500KTA.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含相关技术附件和性能保证数据表等）。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、货物名称（聚丙烯挤压造粒机组）、项目名称、螺杆结构（单段双螺杆结构）、螺杆直径和加工能力等技术要求。
未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称（聚丙烯挤压造粒机组）、项目名称、螺杆结构（单段双螺杆结构）、螺杆直径和加工能力的技术要求，均视为无效业绩。提供的业绩证明文件中如果合同在执行过程中终止,则该业绩视为无效业绩。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract (including technical appendix and performance guarantee data sheet). The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods（PP extrusion and pelletizing unit）, name of project, screw type（twin screw and single stage）, screw diameter and processing capacity technical requirements.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods（PP extrusion and pelletizing unit）, name of project, screw type（twin screw and single stage）, screw diameter and processing capacity technical requirements, the relevant reference will be deemed invalid. In the documentary evidence documents provided, if the contract is terminated in the course of execution, the relevant reference will be deemed invalid.
