3. 对投标人的资格和业绩要求：Requirements for Qualification and reference of Bidder:（1）资格要求 Requirements for Qualification of BidderA．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；如果投标人为境外注册公司，需提供有效的公司登记注册证明；A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.B.制造商应通过ISO9001（或GB/T19001）质量体系认证。投标人须提供制造商有效的质量体系认证证书；B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.C． 境内产品仅允许制造商投标，境外产品接受代理商投标。境外产品使用代理商投标时，投标人应得到本次投标所投产品境外制造商的同意，并提供该产品的合法唯一代理授权书。境外产品的投标人组成中应包含具有海水泵维修资源的境内企业（即这种情况下，投标人应为一家具有海水泵维修资源的境内企业，或是与一家具有海水泵维修资源境内企业组成的联合体）。Domestic products are only allowed for manufacturers to bid, and agents are allowed to bid for overseas products. If the bidder is an agent, bidder shall obtain the legal and only formal authorization from the manufacturer of the goods to provide the goods for this bidding.The composition of bidders for overseas products should include domestic enterprises with seawater pump maintenance resources (in this case, the bidder should be a domestic enterprise with seawater pump maintenance resources, or a consortium formed with a domestic enterprise with seawater pump maintenance resources).D. 是否接受联合体投标：是，联合体投标的应提供有效的联合体协议。Joint Venture: Yes, the consortium bidding should provide a valid consortium agreement.E.未领购招标文件是否可以参加投标:不可以Bid without the bidding documents：NOT Available（3）业绩要求Requirement for Bidder's reference:2014年1月1日至投标截止日（以合同签署时间为准），投标产品应具有至少2台套浸没式海水提升泵供货业绩，且均满足流量≥2000m3/h，扬程≥55m，介质为海水，供货业绩中的制造商和产地须与此次投标产品制造商和产地一致。（3）From January 1, 2014 to the bidding deadline (based on the date of contract signing), the bidding product should have at least 2 sets of submerged seawater lift pumps with supply performance, and both meet the technical requirements of flow rate ≥ 2000m3/h, head ≥ 55m, medium of seawater, and the manufacturer and place of origin in the supply performance must be consistent with the manufacturer and place of origin of the bidding product.投标人须按规定格式提交业绩表，并提交相关业绩证明文件。海水提升泵业绩证明文件包括：1）销售合同复印件和2）到货验收材料。投标人所提交的业绩证明文件必须体现以下内容：合同签署时间、制造商名称、货物名称、设备的相关参数（排量、扬程，海水介质）、到货验收材料。未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、设备的相关参数（排量、扬程，海水介质）、到货时间、调试合格时间的，均视为无效业绩。The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods，technical requirements ( Discharge capacity/head/seawater medium ) and Arrival acceptance materials If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, technical requirements ( Discharge capacity/head/seawater medium )and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
