资格要求
对投标人的资格和业绩要求：Requirements for Qualification and reference of Bidder:★(1)资格要求:★Requirements for Qualification of Bidder：★A．营业执照：如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；如果投标人为境外注册公司，需提供有效的公司登记注册证明。★A．Business licence: The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.★B．所投产品为国内产品：不允许代理商投标。所投产品为境外产品：允许制造商或成撬商或代理商投标。投标人为代理商时，应得到本次投标所投产品制造商或成撬商的唯一合法授权，并需提供以下材料（盖制造商或成撬商公章）：1）在有效期内的授权书；2）制造商承诺函，承诺投标所投产品为制造商（或成撬商）工厂生产。投标人为分公司，应具有合法有效的营业执照和上级单位法人授权书，分公司与上级法人单位只可一家参与投标，如果同时参与投标，投标均无效。★B．The bid products are domestic products：Agents are not allowed to bid.The bid products are overseas products：Manufacturers or skid makers or agents are allowed to bid.If the bidder is an agent, shall obtain the sole legal authorization of the manufacturer or skid maker of the products in the bid, and shall provide the following documents(stamped with the official seal of the manufacturer or skid maker) :1）Letter of authorization within the validity period;2）Manufacturer's commitment letter, promising to tender the goods to be produced by manufacturer's (or skid maker's) factory.If the bidder is a branch company, it should have a legal and valid business license as well as a letter of authorization from the legal entity of its superior unit. Only one entity, either the branch company or its superior legal entity, is allowed to participate in the bidding. If both entities participate simultaneously, their bids will be deemed invalid.★C. 是否接受联合体投标：否。★C. Joint Venture: Not Accepted.★D.未领购招标文件是否可以参加投标:不可以。★D.Bid without the bidding documents：NOT Available.★(2)业绩要求Requirement for Bidder's reference: 投标人提供的海水提升泵必须是制造商的成熟产品，招标人不接受未经使用的试制产品。海水提升泵均要满足以下要求： The seawater lift pumps the bidder selected should be manufacturer’s proven products, unused prototype equipment shall not be acceptable, the seawater lift pumps need to meet below requirements： 2014年1月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商至少有2套海水提升泵的项目供货业绩（泵类型为电潜泵，流量≥2700m3/h，扬程≥59m或压差≥0.59Mpa）。 The manufacturer of the bidding product shall have reference (the signature date of contract shall be within the period from January 1st, 2014 to the deadline for submission of bids) of at least 2 sets of the seawater lift pumps (electric submersible pump，the capacity not less than 2700m3/h,the head is not less than 59m or The pressure difference is greater than or equal to 0.59Mpa). 投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同原件扫描件（含相关技术附件）和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同首页、签字盖章页、合同签署时间、制造厂家名称、货物名称、泵类型为电潜泵，流量，扬程或压差，到货验收证明文件（买方签字的到货验收单）。未提交业绩证明文件，或所提供的业绩证明文件无法体现满足上述业绩要求的，均视为无效业绩。 The bidder shall submit the performance table in the prescribed format, and submit the relevant performance certification documents. Performance proof documents include but are not limited to: 1)Scanning copies of the original sales contract (including relevant technical attachments) and 2) arrival acceptance materials. The performance certification documents submitted by the bidder must at least reflect the following contents: contract first page, signature and seal page, contract signing time, manufacturer name, goods name, pump type is electric submersible pump, flow rate, head or pressure difference, arrival acceptance certificate (arrival and acceptance certificate signed by the buyer). Failure to submit performance documentation, or the performance documentation provided cannot reflect that the above performance requirements are met, shall be regarded as invalid performance.
