中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海壳牌石油化工有限公司（以下称为“招标人”）委托，就中海壳牌惠州三期乙烯项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

项目概况：中海壳牌石油化工有限公司（以下简称“中海壳牌”）拟在广东惠州大亚湾石化产业园区新建中海壳牌惠州三期乙烯项目，以实现其打造世界级、高度一体化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.
资金到位或资金来源落实情况：已落实。

汽蒸器：容积62.5m3、设计压力0.5 MPaG、设计温度200℃。
Main Specifications: system inlude Precontacting Pot and Agitator，Steamer and Agitator and Steamer cyclone activator.

3. 对投标人的资格和业绩要求：

（1）资格要求

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference；
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 从中华人民共和国关境内制造的货物：投标人只能为投标设备的制造商。
For goods manufactured within PRC customs territory ：Bidders can only be the manufacturers of the bidding equipment.
从中华人民共和国关境外制造的货物:投标人可为投标设备的制造商或授权代理商。
For goods manufactured outside PRC customs territory: Bidders can be the manufacturers or Authorized Agents of the bidding equipment.
如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

（2）业绩要求Requirement for Bidder's reference:
2014 年1 月1 日至投标截止日（以合同签署时间为准），投标人所投产品的制造商应具有至少2个合同聚丙烯装置催化剂制备和处理系统（每个合同须均含预接触罐及搅拌器、汽蒸器（罐）及搅拌器、汽蒸旋风活化器）的供货业绩，且均满足汽蒸器（罐）材质为双相钢、容积不低于40m3、搅拌器轴长不小于8m，同时预接触罐满足容积不低于0.005m3及搅拌器设计转速达到400rpm的技术要求。
From January 1, 2014 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have at least 2 complete supply contracts performance of Catalyst Preparation and Handling System (each contract including Precontacting Pot and Agitator，Steamer and Agitator and Steamer cyclone activator) for PP Plant, and meet the technical requirement that 1) the material of Streamer shall be dual phase steel with a volume of not less than 40m3and the agitator’s shaft length no less than 8m; & 2) Pre-contacting Pot’s volume no less than 0.005m3and agitator design speed not less than 400rpm.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件和2）到货验收材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、制造商名称、装置名称、货物名称、供货范围（包含预接触罐及搅拌器、汽蒸器（罐）及搅拌器、汽蒸旋风活化器）、汽蒸器（罐）的材质和容积、汽蒸器（罐）搅拌器轴长、预接触罐容积及搅拌器设计转速及到货验收材料。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract and 2) acceptance evidence of goods delivery. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, name of manufacturer, name of the plant, name of goods, supply scope (including Precontacting Pot and Agitator，Steamer and Agitator and Steamer cyclone activator), material, volume and the agitator shaft length of the Steamer, as well as the volume and and agitator design speed of the Pre-contacting Pot and acceptance evidence of goods delivery.
未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署时间、制造商名称、货物名称、供货范围（预接触罐及搅拌器、汽蒸器（罐）及搅拌器、汽蒸旋风活化器）、汽蒸器（罐）的材质和容积、汽蒸器（罐）搅拌器轴长、预接触罐容积及搅拌器设计转速，均视为无效业绩。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing contract, name of manufacturer, name of the plant, name of goods, supply scope (including Precontacting Pot and Agitator，Steamer and Agitator and Steamer cyclone activator), material, volume and the agitator shaft length of the Steamer, as well as the volume and and agitator design speed of the Pre-contacting Pot, the relevant reference will be deemed invalid.
4. 有兴趣的投标人可通过以下方式获取招标文件：从2024年9月29日开始至2024年10月11日止，请登录系统(）的招标公告页面进行购买。首次登录必须先进行注册，注册成功后，方可购买招标文件。投标人须在线填写购买招标文件登记表，并在线支付标书款，支付成功后，投标人可自行下载招标文件。
