中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海壳牌石油化工有限公司（以下称为“招标人”）委托，就中海壳牌惠州三期乙烯项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

项目概况：中海壳牌石油化工有限公司（以下简称“中海壳牌”）拟在广东惠州大亚湾石化产业园区新建中海壳牌惠州三期乙烯项目，以实现其打造世界级、高度一体化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

3. 对投标人的资格和业绩要求：

（1）资格要求

A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 从中华人民共和国关境内制造的货物：投标人只能为投标设备的制造商。
For goods manufactured within PRC customs territory ：Bidders can only be the manufacturers of the bidding equipment.
从中华人民共和国关境外制造的货物:投标人可为投标设备的制造商或授权代理商。
For goods manufactured outside PRC customs territory: Bidders can be the manufacturers or Authorized Agents of the bidding equipment.
如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.
C. 特种设备证书 ：投标人须提供所投产品的制造商有效的《中华人民共和国特种设备生产许可证》-压力容器制造D级及以上资质。投标时需提供原件扫描件（原件备查）。

Special Equipment License：The bidder shall provide the valid "Manufacture Licence of Special Equipment People's Republic of China" -pressure vessel manufacturing Grade D or above qualification, which issued by the manufacturer of the products to be bid. The scanned copy of the original shall be provided during bidding (the original copy for reference).

（2）业绩要求Requirement for Bidder's reference:
2014 年1 月1 日至投标截止日（以合同签署时间为准），投标人所投产品的制造商应具有至少2个合同的聚烯烃装置的干燥器的供货业绩，且满足干燥器设备材质为双相钢，采用双层分布板结构、设备内表面抛光精度≤3.2μm、设备直筒段内径≥2200mm的技术要求。
From January 1st, 2014 to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the products supplied by the bidder shall have supply performance of dryers of at least 2 contract involving polyolefin Plant, and meet the technical requirements that the dryer equipment is made of duplex steel, double-layer distribution plate structure, polishing accuracy of the inner surface of the equipment ≤3.2μm, and inner diameter of the straight cylinder section of the equipment ≥2200mm.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件和2）用户签字或盖章的到货验收材料（到货验收单或调试验收报告或其他可以证明合同项下货物已经到货验收的有效证明材料）。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、制造商名称、装置名称、货物名称、技术要求（结构形式、材质、直筒段内径、内表面粗糙度）、用户签字或盖章的到货验收材料。
若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一个年度协议下提供1个或以上的订单及与订单对应的到货验收材料均算为1个有效业绩。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract and 2) the arrival acceptance materials signed or stamped by the user (Receipt of goods or commissioning acceptance report or other valid certification materials that can prove that the goods under the contract have arrived for acceptance). The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: 1）Date of signing contract, Contract signing page (domestic trade contract shall be sealed by both parties, international trade contract shall be signed or sealed by both parties), name of manufacturer, name of plant, name of Goods, technical requirements (Structural form, material, inner diameter of the straight cylinder section, internal surface polishing accuracy）, the arrival acceptance materials signed or stamped by the user.
If the performance contract is an annual agreement, in addition to the annual agreement, the corresponding incoming orders should be provided, and the contents or numbers of the orders should be associated with the annual agreement. The provision of one or more orders and the arrival and acceptance materials corresponding to the orders under the same annual agreement shall be counted as a valid performance.
未提交业绩证明文件，或所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。
Failure to submit performance documentation, or through the performance documentation provided cannot be determined to meet the above performance requirements, shall be regarded as invalid performance.
4. 有兴趣的投标人可通过以下方式获取招标文件：从2025年1月17日开始至2025年1月24日止，请登录系统(）的招标公告页面进行购买。首次登录必须先进行注册，注册成功后，方可购买招标文件。投标人须在线填写购买招标文件登记表，并在线支付标书款，支付成功后，投标人可自行下载招标文件。
