对投标人的资格和业绩要求Requirements for Qualifications and the Past Performance of the Bidder:（1） ★资格要求Requirements for Qualifications of the Bidder A.★如果投标人为中国境内注册公司，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).★如果投标人为中国境外注册公司，需提供有效的公司登记注册证明；If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.★投标人为分公司的，需具有合法有效的营业执照（境内注册）/公司登记注册证明（境外注册）和上级法人单位授权书（授权该分公司投标和签订合同），投标时需提供原件扫描件（原件备查）。If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).★招标人认可该分公司和上级法人单位的资质、资格和业绩，不认可同一上级法人单位的其它分公司的资质、资格和业绩。分公司与上级法人单位只可一家参与投标，同时参与投标的，投标均无效。The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.B.★投标人所投产品的制造商须具备有效的GB/T19001(ISO9001)质量体系认证证书，中国国内认证机构签发的证书应可在中国国家认证认可监督管理委员会网站核实(http://www.cnca.gov.cn/)。如果有中国国家相关部门发布的最新体系标准，以最新体系标准为准。投标时需提供原件扫描件（原件备查）。The manufacturer of the product bid by the bidder must hold valid certificates for GB/T19001 (ISO9001) quality management system certification . Certificates issued by the Chinese domestic certification bodies shall be verifiable on the website of the Certification and Accreditation Administration of the People's Republic of China (http://www.cnca.gov.cn/). If there are updated system standards issued by the Chinese relevant national authorities, the latest system standards shall prevail. When submitting the bid, the bidder shall provide scanned copies of the original certificates (with the originals kept available for verification).C.★对于从中华人民共和国关境内供货的货物，不接受代理商投标；对于从 中华人民共和国关境外供货的货物，接受代理商投标。For Goods to be supplied from within the customs territory of the People's Republic of China, bids from agents will not be accepted; For Goods to be supplied from outside the customs territory of the People's Republic of China, bids from agents can be accepted.★如果投标人所投货物非投标人自己制造，投标人应得到所投货物制造商同意其在本次投标中提供该货物的唯一合法授权书，同时提供所投货物制造商的承诺函，承诺所投货物为制造商工厂生产。投标时提供制造商授权书（见第一册格式IV-9-4）和承诺函的原件扫描件（原件加盖制造商公章）。If the Goods to be offered by a bidder are not manufactured or not to be manufactured by the bidder itself, the bidder shall obtain a sole legal authorization letter from the manufacturer, permitting the bidder to offer such Goods in this bidding. Meanwhile provide the Manufacturer's commitment letter, promising that the goods tendered to be produced by manufacturer's factory.The scanned copy of the original authorization letter (See Form IV-9-4 in Volume One) and commitment letter must be provided and be included in the bidding document(original letter stamped with the official seal of the manufacturer ).★投标人以自己制造的货物参与投标的，不能再将此货物同时授权给其他投标人参与投标，否则相关的所有投标将被拒绝。投标人将被授权的货物再授权给其他投标人同时参与投标的，相关的所有投标将被拒绝。If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.D. 是否接受联合体投标：否Is any bid by a consortium or a joint venture accepted? No.E. 未领购招标文件是否可以参加投标:不可以Can a bidder participate in the bidding without purchasing the Solicitation Document? No.F.★产品要求：投标人的工厂应为完成本项目产品的设计、部件采办、制造成撬和测试的制造商。投标人提供的必须为经过成熟应用的产品，不接受新研发的产品。若投标人本次投标的海水提升泵（额定排量2250立方米/小时，扬程85米）已通过中国海洋石油集团有限公司或其授权单位组织的 “工程建设重大技术与产品首次应用管理认定”，可免除此项要求，但投标人须提供由该认定申请单位（即项目所属单位工程项目组）出具的《工程建设重大技术与产品首次应用管理认定通过通知书》。投标人投标时须提供承诺函。Products requirement：The Bidder's manufacturer shall complete the products design, components procurement, manufacture, assembly and function testing, the products proposed by BIDDER shall has reliable performance with full running, prototype equipment shall not be acceptable.
