上海机电设备招标有限公司（以下简称：招标机构）受 中国航发商用航空发动机有限责任公司 （以下简称：招标人）委托，对下述货物和服务进行国际公开竞争性招标，我们竭诚欢迎合格投标人参加投标。
/Shanghai Machinery & Electric Equipment Tendering Co., Ltd.(hereinafter called ”the Tendering Agent”), authorized and on behalf of AECC COMMERCIAL AIRCRAFT ENGINE CO.,LTD (hereinafter called ”the Tenderee“), We cordially welcome eligible bidders for the supply of following goods and service by way of International Competitive Bidding.

现招标人资金已到位，具备了招标条件。/Now Funds have been put in place, the Project is with the bidding conditions.

3、*投标人资格要求 /Qualification Requirements For Bidder：
1) 遵守国家法律、法令和条例，在中华人民共和国境内登记注册的，具有独立法人资格的企业，提交营业执照复印件；境外投标人须提供有效的企业登记证明材料；
1) The bidder registered in the People's Republic of China shall provide a copy of the business license; Overseas bidders shall provide valid enterprise registration documents
2) 投标人或所投设备制造商须具有不少于1份盘环件涡流检测系统设备的供货业绩并提供合同复印件。合同复印件须体现合同签订时间、合同内容、双方盖章或签字页，否则将按无效证明材料处理；
2) The bidder or the equipment manufacturer must have no less than one supply record of a disc ring component eddy current detection system and provide a copy of the contract. The contract copy must include the contract signing date, contract content, and pages with the seals or signatures of both parties; otherwise, it will be treated as invalid documentation;
3）投标人应为拟投产品制造商或代理商；如为涡流探伤仪、机械扫查系统、控制系统、专用检测软件的代理商，则应取得相应设备制造商对本项目的唯一正式授权原件；
3) The bidder shall be the manufacturer or authorized agent of the proposed products. If the bidder is an agent for eddy current flaw detectors, mechanical scanning systems, control systems, or specialized inspection software, they must obtain the original sole formal authorization document from the respective equipment manufacturer for this project;
4）境内投标人提供中国人民银行出具的银行基本账户开户许可证复印件或由为企业开立基本存款账户的银行出具的具有企业其本存款账户编号的说明文件原件或复印件；
4) The domestic bidder shall provide a copy of the bank account opening license issued by the people's bank of China. Or the copy of the explanatory document with the basic account number issued by the bank that opens the basic account;
5）投标人须提供其开户银行在开标前三个月内开具的资信证明，其中境内的投标人提供由其开立基本账户的银行开具的资信证明，如资信证明中明确注明复印无效的，则必须出具该资信证明原件；
5) Bidders must provide a credit certificate issued by their bank within three months prior to the bid opening. Domestic bidders must provide a credit certificate issued by the bank where they opened their basic account. If the credit certificate clearly states that a copy is invalid, the original copy of the credit certificate must be provided;
6）投标人须承诺使用招标人采购合同模板；
6) Bidders must commit to using the tenderer's procurement contract template;
7）投标人应提供《不参与围标串标承诺书》（详见第六章：《附件1：不参与围标串标承诺书》）；
7) The bidder shall provide the "Not Participating in Bid-rigging and Collusive Commitment"（see 《The attachment 4："Not Participating in Bid-rigging and Collusive Commitment"》）;.
8）投标人应提供《供应商知识产权声明》（详见第六章：《附件2：供应商知识产权声明》）。
8) The bidder shall provide 《Supplier's declaration of intellectual property rights》（see 《The attachment 4：Supplier's declaration of intellectual property rights》）.
4、本次招标不接受联合体投标。/ Joint Bids is NOT Available.
5、招标文件的获取 / Acquisition of Bidding Documents
未领购招标文件是否可以参加投标：不可以。
