项目概况
开平11-4油田18-1区块开发项目包含新建1座圆筒型FPSO，两套高度集中式水下生产系统，位于南海东部偏西海域，距香港西南约295km，开平11-4油田包含11-4区块（水深340-360米）、18-1区块（水深460-530米）。本采办包主要内容为系泊系统的浮筒。.The Kaiping 11-4 Oilfield Block 18-1 development Project involves the construction of one new cylindrical FPSO and two sets of highly centralized subsea production systems. It is located in the west-central part of the eastern South China Sea, approximately 295 km southwest of Hong Kong. Kaiping 11-4 Oilfield consists of Block 11-4 (with a water depth ranging from 340 m to 360 m) and Block 18-1 (with a water depth ranging from 460 m to 530 m). The main scope of this procurement package covers the buoys for the mooring system.

If both parties participate in the bidding simultaneously, participate in the bidding simultaneously, all their bids shall be deemed invalid.如果投标人为境外注册公司，需提供有效的公司登记注册证明；If a bidder is an overseas-registered company, a valid certificate of company registration shall be provided.;B、★制造商投标要求（不接受代理）：B、★Bid by Manufacturer requirement （Bid by Agent is not accepted）投标人应承诺是本次招标系泊浮筒产品的制造商，不接受代理商投标，亦不接受 OEM / 贴牌产品投标（OEM / 贴牌产品定义：采购产品并非源自投标人自身技术，由其他制造商生产后贴附投标人商标的产品）。若制造商无直销模式，其同一集团下负责该系泊浮筒产品销售的全资子公司或控股子公司，可视为制造商参与投标；此类投标人须提供制造商或其上级单位出具的证明文件，以证实以下事项：（1）投标人与制造商的集团从属关系；（2）投标人具备该招标产品的销售职责。集团下属销售子公司参与投标的，其所提供业绩产品的生产工厂，必须与计划为本项目供货的生产工厂保持一致。制造商不得将本招标货物的投标资格同时授权给多个投标人，若存在此类情况，相关所有投标人的投标均将被拒绝。Bidders shall undertake that the Off-line mooring buoys products submitted for this tender are manufactured by the bidder itself. Tenders from agents shall not be accepted, nor shall tenders for OEM/private label products (defined as products not originating from the bidder's own technology, manufactured by other producers and bearing the bidder's trademark).Where a manufacturer lacks a direct sales model, a wholly-owned or majority-owned subsidiary within the same group responsible for selling the polyester cable products may be deemed to participate in the tender as the manufacturer. Such tenderers must provide certification from the manufacturer or its parent entity confirming:(1) The tenderer's group affiliation with the manufacturer;(2) The tenderer's authority to sell the tendered products.Where a sales subsidiary within the group participates in the tender, the manufacturing plant for the performance products it provides must be identical to the plant designated for supplying this project.Manufacturers shall not concurrently authorise multiple bidders to tender for the same goods under this tender. Failure to obtain bidding documents through legal channels：Participation in bidding is not allowed..★业绩要求：★（1）自2010年1月1日至投标截止日（合同签署时间为准，如无法体现合同签署时间，以合同生效时间为准），投标人应具有至少为1个合同的浮式设施提供过永久系泊系统的浮筒业绩（供货业绩的制造商必须是投标人），且浮筒业绩满足1）应用水深不小于100m；2）净浮力不低于10吨；3）设计寿命不少于20年。投标人提供的系泊浮筒单个业绩合同需同时满足1)、2)和 3)投标人应按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括：1）销售合同；2）到货验收证明材料(到货验收单或或最终用户签署的完工证明或调试验收报告或第三方船级社出具的放行单或已经获得买方（或船级社）批准的设计文件或其他可以证明合同项下货物已经到货验收的有效证明文件等）。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、制造商名称、货物名称、用户签字或盖章的到货验收材料、设计水深、净浮力、设计寿命等。若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一年度协议下提供1个或以上的订单及与订单对应的到货验收材料均算为一个有效业绩。未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业 绩要求的，均被视为无效业绩。未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业 绩要求的，均被视为无效业绩。或（2）若投标人本次投标的系泊中水浮筒（设计水深500米，净浮力20吨）已通过中国海洋石油集团有限公司或其授权单位组织的“工程建设重大技术与产品首次应用管理认定”，则无需提供上述业绩及业绩证明文件，但投标人需提供由该认定申请单位（即项目所属单位工程项目组）出具的《工程建设重大技术与产品首次应用管理认定通过通知书》（盖章版）。★Performance Requirements：(1) From January 1, 2010 to the bid submission deadline (subject to the contract execution date; in case the contract execution date is not indicated, subject to the contract effective date), the Bidder shall have a performance record of supplying buoys for the permanent mooring system of floating facilities under at least one contract (the manufacturer of such supply performance must be the Bidder itself), and the performance shall meet the following requirements:
