中化建国际招标有限责任公司（以下称为“招标代理机构”），中国海洋石油集团有限公司的全资子公司，受中海福建天然气有限责任公司（以下称为“招标人”）委托，就福建LNG接收站7#储罐及配套设施工程项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交电子密封投标：
CNCCC International Tendering Co., Ltd., a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency”), entrusted by CNOOC-FUJIAN LNG CO., LTD(hereinafter referred to as “Procurement Entity(Company/Purchaser/Buyer)”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of Fujian LNG Terminal Tank 7# and Additional Facility Project. Bidders are kindly requested to submit their electronically sealed bids for the following Goods and Services.

项目概况：福建LNG接收站站址位于莆田市秀屿区东庄镇前云村，本项目新建1座27万方LNG储罐，并配套气化和输送装置以及相应的辅助设施，建成后接收站规模为630万吨/年。
Project Summary：The Fujian LNG terminal is located in Qianyun Village, Dongzhuang Town, Xiuyu District, Putian City.This project involves the construction of a new 270,000 m3 LNG storage tank, vaporization, send-out system, and facilities. Upon completion, the terminal's processing capacity will be 6.3 million tons per year.

3. 对投标人的资格和业绩要求
Requirements for Qualifications and the Past Performance of the Bidder:
（1）★资格要求 Eligibility Requirements
A. 如果投标人为中国境内注册公司，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；
If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
如果投标人为中国境外注册公司，需提供有效的公司登记注册证明；
If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
投标人为分公司的，需具有合法有效的营业执照（境内注册）/公司登记注册证明（境外注册）和上级法人单位授权书（授权该分公司投标和签订合同），投标时需提供原件扫描件（原件备查）。
If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
招标人认可该分公司和上级法人单位的资质、资格和业绩，不认可同一上级法人单位的其它分公司的资质、资格和业绩。分公司与上级法人单位只可一家参与投标，同时参与投标的，投标均无效。
The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procurement Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B.如果投标人所投货物非投标人自己制造，投标人应得到所投产品制造商同意其在本次投标中提供该货物的正式授权书。投标时提供制造商授权书原件的扫描件（原件备查）（见第一册格式IV-9-4）。
If the Goods to be offered by a bidder are not manufactured or not to be manufactured by the bidder itself, the bidder shall obtain a formal authorization letter from the manufacturer, permitting the bidder to offer such Goods in this bidding. The scanned copy of the original authorization letter must be provided (with the original kept available for verification) and be included in the Bidding Document. (See Form IV-9-4 in Volume One).
投标人以自己制造的货物参与投标的，不能再将此货物同时授权给其他投标人参与投标，否则相关的所有投标将被拒绝。投标人将被授权的货物再授权给其他投标人同时参与投标的，相关的所有投标将被拒绝。
If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.

（2）★资质要求及证明文件Qualification Requirements and Supporting Documents
投标人本次投标所投货物的制造商须具有有效的《中华人民共和国特种设备生产许可证》许可项目：压力管道原件制造、许可级别：压力管道阀门（金属阀门）A2，并提供有效的特种设备型式试验证书且证书需覆盖本次投标产品范围【至少包括阀门类型（蝶阀）、温度、口径及磅级】及与型式试验证书对应的试验报告（核验结构型式、材质等关键信息与证书一致性），投标时需提供证书及试验报告原件扫描件（原件备查），且证书可在全国特种设备公示信息查询平台（https://cnse.e-cqs.cn/info-pub/pub）或行政主管部门网站核实。
The manufacturer of the goods bid by the bidder in this tender must hold a valid "Production License for Special Equipment of the People's Republic of" with the licensed scope of "Manufacturing of Pressure Piping Components" and the licensed level of "Pressure Piping Valves (Metal Valves) A2", and provide a valid Special Equipment Type Certificate covering the scope of the products in this tender 【including at least valve type (butterfly valve), temperature, diameter, and pound rating】 and the corresponding test report for the type certificate (verifying the consistency of key information such as structural type and material with the certificate). Scanned copies of the original certificates and test reports must be provided at the time of bidding ( available for verification), and the certificates must be verifiable on the National Special Equipment Public Information Query Platform (https://cnse.e-cqs.cn/info-pub/) or the website of the competent administrative department.
（3）★业绩要求Requirement for Bidder's Past Performance：
1）2015年1月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商应具有至少2个同时符合以下条件的合同的供货业绩：
From January 1, 2015 to the bid closing date (based on the contract signing date), the manufacturer of the products bid by the bidder shall possess a supply performance record of at least two contract that simultaneously meets the following conditions：
A. 已完成的合同标的包含介质温度为-196℃～-29℃的蝶阀供货业绩（供货业绩的制造商必须是本次投标产品的制造商）；
The completed contract subject includes the supply performance of butterfly valves with a medium temperature of -196℃ to -29℃ (the manufacturer of the supply performance be the manufacturer of the products in this bid).
B. 单个合同业绩均具有至少5台蝶阀且同时符合以下条件：
① 尺寸不小于38英寸，且其中含有不少于3台控制（调节或开关）蝶阀；
② 蝶阀磅级均≥Class150；
③ 满足管道的工艺操作温度-162℃～-157℃。
B. Each single contract reference shall include a minimum of 5 butterfly valves that meet all the following requirements concurrently:
① The nominal size of each valve shall be no less than 38 inches, among which no fewer than 3 shall be control butterfly valves (regulating or on-off type);
② All butterfly valves shall have a pressure rating of Class 150 or higher;
③ The valves shall be suitable for pipeline process operating temperatures between -162℃ and -157℃.
2）投标人须按规定格式提交业绩表，并提交相关业绩证明文件。
业绩证明文件包括：a）销售合同复印件和b）用户签字或盖章的到货验收证明材料（到货验收单或其他可以证明合同项下货物已经到货验收合格的有效证明材料）。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、制造商名称、货物名称（低温蝶阀）、设备的相关参数（需体现口径、磅级及操作温度）、用户签字或盖章的到货验收证明材料。
Bidders must submit the performance table in the prescribed format and provide relevant performance supporting documents.
Performance supporting documents include: a) copies of sales contracts and) delivery and acceptance certificates signed or stamped by the user (delivery and acceptance forms or other valid supporting documents proving that the goods under the contract have been delivered and accepted). The performance documents submitted by the bidder must at least reflect the following: contract signing date, contract signature page (domestic trade contracts must be stamped by both parties, and international trade contracts must be or stamped by both parties), manufacturer's name, goods name (low-temperature butterfly valve), relevant equipment parameters (must reflect diameter, pound class, and operating temperature), delivery and acceptance certificates signed or stamped by the user.
3）若业绩合同为无固定总价协议，除提供协议外，还应提供相应的订单及与订单对应的到货验收材料，订单内容或编号应与协议相关联。同一个协议下，提供1个或以上的订单及与订单对应的到货验收材料，均算为1个业绩。
If the performance contract is an agreement without a fixed lump-sum price, in addition to submitting the agreement itself, the bidder shall also provide the corresponding purchase orders and the delivery acceptance documents matching such orders. The content or number of each purchase order shall be correlated with the agreement. Under one single agreement, submission of one or more purchase orders together with their respective delivery acceptance documents shall be counted as one (1) performance record.
4）未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均被视为无效业绩。
Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.
（4）★财务要求Financial requirements：
中国境内投标人须提供与其名称一致的经会计师事务所审计的2023-2025年度财务审计报告及财务报表，至少包括财务审计报告的正文页和盖章页、资产负债表、利润表、现金流量表。如投标人尚未取得2025年度的财务审计报告及财务报表，可提供2022-2024年度的财务审计报告及财务报表。成立时间短于三年的投标人，应提供自成立时起的财务审计报告及财务报表。投标人为分公司的，应具备上级法人单位的经会计师事务所审计的上述年度的财务审计报告及财务报表，该报表至少包括财务审计报告的正文页和盖章页、资产负债表、利润表、现金流量表。若应答人为事业单位，无需提供财务审计报告及财务报表。
中国境外投标人，如无法提供经审计的财务报表，须提供与其名称一致的、本公司盖章或公司负责人签字认可的2023-2025年度财务报表（其中包括资产负债表、利润表及现金流量表）。如投标人尚未取得2025年度的财务报表，可提供2022-2024年度的财务报表。
Bidders within China must provide financial audit reports and financial statements for the years 2023-2025 audited by an accounting that are consistent with their names, which must at least include the main text pages and stamped pages of the financial audit report, the balance sheet, the income statement, and the cash flow statement If the bidder has not yet obtained the financial audit report and financial statements for the year 2025, they may provide the financial audit reports and financial statements for the years 2022-2024. Bidders established for less than three years shall provide financial audit reports and financial statements from the date of establishment. If the bidder is a office, it shall possess the aforementioned financial audit reports and financial statements for the corresponding years audited by an accounting firm of the superior legal entity, which must at least include the main text and stamped pages of the financial audit report, the balance sheet, the income statement, and the cash flow statement. If the respondent is a public institution, it is not required to financial audit reports and financial statements.
Overseas bidders who are unable to provide audited financial statements must provide financial statements for the years 2023-2025 (including balance sheets, income statements, and cash flow statements) that are consistent with their names and certified by the company's seal or the signature of the company's person in charge. If the bidder has not yet obtained the financial statements for the year 2025, they may provide the financial statements for the years 2022-2024.

Bidders are requested to log in to the “ Bidding Announcement” page of the CNOOC Supply Chain Digital Platform (https://bid.cnooc.com.cn/) to purchase the Solicitation Documents from July 3rd 2026 to July 10th 2026.
首次登录必须先进行注册，注册方式选择“自主注册公开招标”。选择其他注册方式将导致注册失败。注册成功后，方可购买招标文件。
For the first-time login to the platform, registration is mandatory (free of charge). The registration method must be "自主注册公开招标" (Self-Registration for Public Bidding). Choosing other registration methods will result in a registration failure. Only after successful registration can a bidder purchase the Solicitation Documents.
